SCORM Cloud is the industry's reference implementation, built by the people who stewarded the SCORM standard, and if you need battle-tested delivery infrastructure at large registration volume it is a fine choice. Here is where SCORM Central fits instead — and where it doesn't.
SCORM Cloud starts from a finished package: you bring a built course, it tests, hosts, and dispatches it. SCORM Central starts one step earlier, from the source file: a PDF, deck, document, or video becomes a structured course, gets validated, and then gets hosted or dispatched — one tool for the whole path.

SCORM Cloud meters registrations — every learner-course pairing counts. SCORM Central prices on packages you build per month, so a course taken by many learners doesn't change your bill; heavy delivery volume belongs in a dispatch conversation instead.

The models don't map one-to-one: a registration is a learner taking a course, a package is a course you build. If your cost driver is learner volume rather than course production, compare against a dispatch quote, not the self-serve tiers.
Honesty is cheaper than churn. SCORM Cloud has a mature public API, years of edge-case history across thousands of LMS integrations, and AICC support that has long been production-grade — ours is still marked "in test". SCORM Central is in early access: the conversion-to-delivery workflow is the reason to choose it, not a longer feature list.
