The short answer
At every volume we priced, from 10 learners a month to 5,000, SCORM Central's published price is lower than the cheapest way to buy the same month on SCORM Cloud. How much lower depends on how many courses each learner takes, because SCORM Cloud charges for every learner-course pair and SCORM Central charges once per learner.
With one course each, the gap runs from 2 times at 10 learners ($40 on SCORM Cloud Tester against $19.99 on SCORM Central Starter) to 18 times at 200 ($360 against $19.99). With three courses each it reaches 24 times at 200 learners ($480 against $19.99) and 20 times at 1,000 ($1,100 against $54.99) and at 5,000 ($2,600 against $129.99).
That does not make the two products interchangeable. SCORM Cloud plays any SCORM, AICC, xAPI or cmi5 package you upload, whoever built it. SCORM Central delivers courses built in SCORM Central, from a converted PowerPoint, Word document, PDF or video or from its course builder. If your courses come out of Storyline, Captivate or another authoring tool, the prices below don't apply to you yet. The last two sections cover this and the other differences.
| Learners a month | SCORM Central | SCORM Cloud, 1 course each | SCORM Cloud, 3 courses each |
|---|---|---|---|
| 200 | $19.99 (Starter) | $360, 18 times more | $480, 24 times more |
| 1,000 | $54.99 (Pro) | $640, 12 times more | $1,100, 20 times more |
| 5,000 | $129.99 (Business) | $1,350, 10 times more | $2,600, 20 times more |
Two ways of counting
SCORM Cloud prices registrations. Its pricing page defines a registration as the link between one learner and one course, "counted when a learner is first associated with a course". A learner who takes three courses is three registrations. Going back into a course already started does not create another. Registrations are counted per 30-day billing cycle.
SCORM Central prices active learners. An active learner is anyone who opens at least one course in the calendar month, through the WordPress plugin, the REST API, a hosted course link or a dispatch. They count once however many courses they take. Each plan also caps how many courses you can have: 20 on Starter, 50 on Pro and 500 on Business.
The two units meet when every learner takes exactly one course; then learners and registrations are the same number. Every extra course per learner adds to the SCORM Cloud count and leaves the SCORM Central count where it is. That is why the tables below show both one course and three courses per learner.
One detail to watch: SCORM Central counts learners by the ID each website sends, so the same person learning on two of your websites counts twice.
The two price lists
SCORM Cloud, as published on its pricing page on 1 November 2026. Prices are per 30 days and exclude sales tax. Every plan includes unlimited testing.
| Plan | Price | Registrations included | Each extra registration |
|---|---|---|---|
| Trial | Free | 10, resettable, 3 courses | Not available |
| Tester | $40 | 10, resettable | Not available |
| Little | $90 | 50 | $3.60 |
| Medium | $180 | 100 | $3.60 |
| Big | $360 | 300 | $0.40 |
| Bigger | $1,100 | 4,000 | $0.25 |
| Mega | $2,000 | 10,000 | $0.12 |
| Ultra | $5,000 | 50,000 | $0.10 |
SCORM Central, as published on its pricing page on the same day. Prices are per month in US dollars; yearly billing is 20% less.
| Plan | Monthly | Yearly | Active learners a month | Courses |
|---|---|---|---|---|
| Free | $0 | $0 | Test mode only: up to 10 | 3 |
| Starter | $19.99 (first month $1) | $192 a year ($15.99 a month) | 200 | 20 |
| Pro | $54.99 | $528 a year ($43.99 a month) | 1,000 | 50 |
| Business | $129.99 | $1,248 a year ($103.99 a month) | 5,000 | 500 |
| Enterprise | Priced to volume | More than 5,000 | By agreement | |
SCORM Central has no published overage price; above 5,000 active learners a month it sells an Enterprise plan quoted to the volume, so that range is left out of the tables below. The Free plan and SCORM Cloud's Trial and Tester plans are for trying things out, not for real learners.
What the same month costs
For each number of learners, the SCORM Cloud figure is the cheapest way to buy that many registrations: the plan whose price plus overage comes out lowest. That is not always the plan whose allowance covers the volume. 500 registrations are cheaper on Big with 200 extra at $0.40 ($440) than on Bigger ($1,100). The SCORM Central figure is the smallest plan whose allowance covers that many learners, at monthly billing.
| Learners | SCORM Central | SCORM Cloud, 1 course each | Ratio | SCORM Cloud, 3 courses each | Ratio |
|---|---|---|---|---|---|
| 10 | $19.99 (Starter) | $40 (Tester) | 2.0× | $90 (Little) | 4.5× |
| 50 | $19.99 (Starter) | $90 (Little) | 4.5× | $360 (Big) | 18× |
| 100 | $19.99 (Starter) | $180 (Medium) | 9.0× | $360 (Big) | 18× |
| 200 | $19.99 (Starter) | $360 (Big) | 18× | $480 (Big + 300 extra) | 24× |
| 300 | $54.99 (Pro) | $360 (Big) | 6.5× | $600 (Big + 600 extra) | 11× |
| 500 | $54.99 (Pro) | $440 (Big + 200 extra) | 8.0× | $840 (Big + 1,200 extra) | 15× |
| 1,000 | $54.99 (Pro) | $640 (Big + 700 extra) | 12× | $1,100 (Bigger) | 20× |
| 2,000 | $129.99 (Business) | $1,040 (Big + 1,700 extra) | 8.0× | $1,600 (Bigger + 2,000 extra) | 12× |
| 3,000 | $129.99 (Business) | $1,100 (Bigger) | 8.5× | $2,000 (Mega) | 15× |
| 5,000 | $129.99 (Business) | $1,350 (Bigger + 1,000 extra) | 10× | $2,600 (Mega + 5,000 extra) | 20× |
The ratio drops each time a SCORM Central customer moves up a plan (at 201 and at 1,001 learners) and climbs again as SCORM Cloud's overage builds inside a plan. The narrowest gap above 10 learners is just past Starter: 300 learners on one course each cost $360 on SCORM Cloud Big and $54.99 on Pro, 6.5 times less. SCORM Cloud's $3.60 overage on Little and Medium is steep enough that from 150 registrations Big costs the same or less, even though it includes twice what you need.
Over a year the gap widens a little further. SCORM Cloud lists no yearly discount, so 1,000 learners on one course each comes to $7,680 a year. The same year on SCORM Central Pro, billed yearly, is $528.
Cost per learner
Divide each SCORM Central plan's price by the learners it includes and you get its floor price per learner, the best rate it can give you when you use all of it. On SCORM Cloud the cost per learner depends on courses per learner, so the table shows each plan's rate with one course and with three.
| Plan | Price | Included | Per learner, 1 course | Per learner, 3 courses |
|---|---|---|---|---|
| SCORM Cloud Big | $360 | 300 registrations | $1.20 | $3.60 |
| SCORM Cloud Bigger | $1,100 | 4,000 registrations | $0.275 | $0.825 |
| SCORM Cloud Mega | $2,000 | 10,000 registrations | $0.20 | $0.60 |
| SCORM Central Starter | $19.99 | 200 learners | $0.10 | $0.10 |
| SCORM Central Pro | $54.99 | 1,000 learners | $0.055 | $0.055 |
| SCORM Central Business | $129.99 | 5,000 learners | $0.026 | $0.026 |
Billed yearly, the SCORM Central rates fall to $0.080, $0.044 and $0.021 per learner.
Three real months
A compliance team: 120 staff, two courses each. 240 registrations on SCORM Cloud: Medium plus 140 extra comes to $684, so Big at $360 is the cheaper choice. On SCORM Central it is 120 active learners, inside Starter, at $19.99. Adding a third course takes SCORM Cloud to 360 registrations ($384 on Big) and leaves SCORM Central at $19.99.
A training company selling one course to 800 learners a month. On SCORM Cloud, Big plus 500 extra at $0.40 is $560. On SCORM Central it is Pro at $54.99. Over twelve months: $6,720 against $660, or $528 billed yearly.
A membership site with 2,000 members taking four courses. 8,000 registrations on SCORM Cloud: Bigger plus 4,000 extra comes to $2,100, so Mega at $2,000 wins. On SCORM Central it is 2,000 active learners on Business, at $129.99.
Where the comparison stops being fair
Price per learner is only meaningful if both services can do the job in front of you. These are the places where they can't, in rough order of how often they decide the matter.
- Where the course comes from. SCORM Cloud plays packages built anywhere, including multi-SCO packages with SCORM 2004 sequencing. SCORM Central delivers courses built in SCORM Central. Its free tester will run any SCORM 1.2 or 2004 package and log every call, but to deliver a course to learners it has to be built in SCORM Central. For most teams already using an authoring tool, this is the deciding factor.
- Standards. SCORM Cloud supports SCORM 1.2, SCORM 2004, AICC, xAPI, cmi5 and LTI. SCORM Central builds SCORM 1.2, SCORM 2004 4th Edition, cmi5 and xAPI, and has no AICC or LTI.
- Course and storage limits. SCORM Cloud's paid plans have unlimited storage. SCORM Central caps courses at 20, 50 and 500, and each upload at 1 GB, 2 GB and 5 GB.
- Above 5,000 learners. SCORM Cloud publishes plans up to 50,000 registrations a month and overage rates on every paid plan, with a switch to refuse overage if you would rather stop than pay. SCORM Central has no published price above 5,000 active learners; its Enterprise plan is quoted to the volume.
- Track record. SCORM Cloud comes from Rustici Software, which has run it for many years across thousands of LMS integrations. SCORM Central is in early access, and its delivery, API and dispatch are new. During early access its package, course and learner limits are not enforced.
- Testing. Testing content is unlimited on every SCORM Cloud plan. SCORM Central's free tester needs no account, and every plan has a test mode, limited to 10 learners whose data is deleted after 14 days.
Where SCORM Central does fit: you start from PowerPoint decks, Word documents, PDFs or videos, your learners already sign in to your own WordPress site or app, and you want completion, score and time recorded against each of them. In that case the plan you need costs between $19.99 and $129.99 a month, and the equivalent SCORM Cloud month costs between $40 and $2,600. If you need more than that, with learner accounts, a catalogue, certificates and AMS sync, you need a full LMS rather than either of these; Kprise's is MyPass LMS.
Method and sources
Prices come from each vendor's public pricing page on 1 November 2026: SCORM Cloud pricing and SCORM Central pricing. SCORM Cloud's registration definition comes from the same page and from its help article What's a registration?.
Rules used throughout:
- Registrations on SCORM Cloud are learners multiplied by courses per learner.
- SCORM Cloud's figure is the lowest of every paid plan's price plus overage for registrations above its allowance. Trial and Tester are only used at 10 registrations, because their 10 resettable registrations have no overage.
- SCORM Central's figure is the smallest plan whose active-learner allowance covers the volume, at monthly billing, without the $1 first month on Starter. Three courses per learner is inside every plan's course cap.
- Ratios are rounded to two significant figures. Taxes are excluded on both sides.
SCORM Cloud's pricing page also carries a "Which plan is right for me?" chart with registration ranges that differ from its plan table (for example, up to 75 for Little and up to 150 for Medium). We used the plan table, which is what each plan includes before overage. Prices change; check both pages before you decide. If you spot an error, write to hello@scormcentral.com and we will correct it with a dated note.
